Abstract:The decade since the 18th National Congress of the Communist Party of China is an importantperiod for the intensive introduction of the industry-education integration policy in vocational education, the gradualimprovement of the system and the continuous appearance of the effect. Taking the two-dimensional structure modelof “policy subjects-policy measures” as the analysis framework, based on the quantitative analysis of 120 nationalpolicy texts on the industry-education integration, it is found that the Party Central Committee, the State Council andthe National People’s Congress have improved the top-level design of the industry-education integration in vocationaleducation and played a role of “steering”; national ministries and commissions such as the Ministry of Education, theMinistry of Finance, the Ministry of Human Resources and Social Security, and the National Development and ReformCommission have jointly promoted the implementation of the industry-education integration policy, and played a“strong driving force” role. Diversified policy bodies have consolidated the supply of the industry-education integrationpolicy, introduced multi-level policy measures from the macro, meso and micro levels, coordinated the developmentplanning and resource layout of industry and education, innovated the construction of platforms and carriers, deepenedthe collaboration between industry and education to educate people, and improved the implementation efficiency ofthe industry-education integration policy. In order to continuously promote the optimization of the industry-education integration policy in vocational education, it is necessary to focus on the systematization, legalization, execution, andlow cost of the policy, and improve the practical ability and development level of the industry-education integration invocational education through the reform, innovation and implementation of the integration policy.
