With the continuous promotion of the high-quality construction of the “Belt and Road”, thedevelopment of economic and trade cooperation zones outside the customs territory (hereinafter referred to as “zones”),as a platform for Chinese enterprises to “go global”, has ushered in unprecedented historical opportunities. Wenzhouhas taken the lead and become the prefecture-level city with the largest number of state-level zones in China. In order to further promote the construction of the zones, expand their development space, and effectively help the developmentof the “sweet potato economy”, Wenzhou should take the “Belt and Road” into consideration, through increasing thepublicity of the investment advantages of the zones, improving the industrial closeness and relevance, innovating thedevelopment platforms outside the customs territory, strengthening the integration and development with the hostcountries, and finally forming the “Wenzhou Experience” to provide experience for other regions of our country.
